Smithtown Notebook: Density Flow Examined, Seasonal Hires Made

Here's a rundown of what took place at town hall this week in the Town of Smithtown.

The town board held a public hearing Tuesday to hear proposed amendments to the town code for transfer of density flow rights, which if adopted will now involve municipal facilities.

The Suffolk County Sewer Agency handles the transfer of density flow rights, but the town has an agreement to operate the program on behalf of the county, according to Frank DeRubeis, director of the town’s Planning and Community Development department.

“In Suffolk County, in areas where there are not sewers, there are minimum lot area requirements if you have a septic system that generally tend to be larger than what the zone requirements are,” DeRubeis said. “What the county allows for is you may transfer the flow rights from one parcel to another parcel and build on one parcel and not build on the other parcel … Instead of having the sewer agency operate the decision the town is making the decisions but under the rules and regulations of the county.”

The town put together an ordinance to show the county how transfers would be handled by the town, which also must be approved by the county, but the ordinance was missing municipal purposes as a reason for the transfer density flow rights.

The amendments will go to vote at the next town board meeting held on June 23 at 7 p.m. at the Eugene A. Cannataro Smithtown Senior Citizen Center.


Personnel Matters: Seasonal Appointments, Title Changes

During the Tuesday town board afternoon meeting, the board adopted the following personnel changes:

  • Edward Miles was appointed as a laborer at the Municipal Services Facility, effective June 8
  • Kelly Burke was named Park Attendant II for the Department of Public Safety, effective June 8
  • Christina Butindari’s title was changed to Student Intern III in the Comptroller’s Department and pay-rate was changed, effective June 8
  • The town board adopted two lists of seasonal appointments and reappointments for the Recreation Department per the attached list, in effective June 25 and July 5, respectively
  • The town board adopted seasonal appointments for the Department of Parks, Buildings and Grounds, effective June 8

Upcoming Town Meetings

There are two town meetings to be held this week – The Board of Zoning Appeals will meet on June 14 at the Eugene A. Cannataro Smithtown Senior Citizen Center at 7 p.m., and a Planning Board meeting on June 15 at 8 p.m. at the at the Eugene A. Cannataro Smithtown Senior Citizen Center.
