Snow removal

Isn't it illegal and dangerous to plow snow blocking a clearly marked fire hydrant?  The TOS does this EVERY time it snows and we're not in a position to physically or financially remove it.  If one of the houses in the cul-de-sac ever caught on fire, the FD would have a difficult time getting to the hydrant. Years of letters, phonecalls and visits have been useless.  This is a travesty.
